An image service fails to start if published from ArcGIS Pro to ArcGIS Server with a database user connection which is not the data owner when the mosaic dataset resides in an Oracle database.

Duplicate of BUG-000128295.

Workaround

Open Server Admin.

Click Services > name of the Image Server service > Stop service > Edit.

Change the raster value to the correct name of the dataset (OwnerUsername.MosaicDataset) > Save edits > Start service.
