Additional Information
The issue is fixed in ArcGIS Enterprise 10.8.1.Workaround
- Open the web app in Portal > Content > 3D Web App > Launch Web Application.
- Share all parts of the 3D web app with Everyone in Portal.
- Upgrade the ArcGIS Enterprise environment to the 10.9 version.
