An error is returned when publishing an X,Y event layer with feature access capability enabled (Query only) in ArcGIS for Desktop 10.3.1.

1. Publish the service as a map service.2. In ArcGIS Server Manager, go to the Service, and click Capabilities.3. Check 'Feature access' and click 'Save and restart'. The service restarts and in REST, the feature service for the XY event layer is created and it is possible to query it successfully.Steps to Reproduce
