The .NET Framework 3.5 is no longer be supported at ArcGIS 10.4.Workaround
Generate the assembly on CLR v2.0xxx, using Visual Studio 2008 or an earlier version, and then add it to a Visual Studio 2010 project as a reference. New instances of a class encapsulated in this assembly can be created on both .NET Framework 3.x or 4.0, since the runtime version of the assembly becomes 2.0xxxx.Steps to Reproduce
