This is not reproducible in ArcGIS Enterprise 11.1.Workaround
Project the raster dataset to the WGS 1984 Web Mercator (WKID: 3857) to solve the issue. However, by law, some government agencies use all of their data in the Egyseges Orszagos Vetulet (EOV) coordinate system, so this workaround is not an option in this case.
