Workaround
Publish the hosted table service by uploading the CSV to My Content:- Go to <a href="http://arcgis.com" target="_blank">arcgis.com</a> > My Content > Add Item > From my computer.
- Check 'Publish this file as a hosted layer', and select 'None, add as table' under Locate features using. The CSV is uploaded to ArcGIS Online, and a hosted table service is published.
- Share the hosted table service to Everyone and the Open Data group.
- Search for the table in Open Data site. It can be found as Tabular Dataset.
