After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
This is as designed. The Scene Viewer and JavaScript API (and WebApp Builder consequently) automatically adjust the quality settings based on the browser used. The reason is that, as stated in the Scene Viewer documentation, IE11 is not optimized for high-quality 3D graphics, as a consequence webscenes are automatically configured for best performance. This has several visual effects like reduced basemap and buildings LODs and disabled advanced 3D graphics features like realistic atmosphere.
In the Scene Viewer the quality settings can be controlled with the Settings tool, however in the WebApp Builder this is currently only available by changing the JavaScript code.
