Workaround
The Code Block and the expression are uploaded in the .txt file.
The issue does occur only when publishing from ArcGIS Pro 3.4 to ArcGIS Server 11.3.
The issue does not occur when publishing from ArcGIS Pro 3.3 to ArcGIS Server 11.3.
