Additional Information

This issue cannot be resolved in the current release cycle. Defects specific to ArcGIS for Desktop or ArcMap clients are no longer fixed unless those defects are severe crashes or security vulnerabilities. These clients will continue to be supported, but issues like these are not to be fixed in a patch or future release. That being said, this problem was tested against ArcGIS Pro and found not to be reproducible there. ArcGIS Pro continues to save its roaming profile information in '%appdata%\esri' when the user logged on is named ESRI, and does not save these files in 'C:\Users\ESRI'.
