Alter Field tool fails with the error “001625: Failed to alter field is nullable” when attempting to change the alias for nullable required field at ArcGIS for Desktop 10.3 and 10.4.

- export and import the feature class. - Create a new field, which is either required and not nullable or is not required and field calculate all the values from the old field into the new field.Steps to Reproduce
