Allow users to add COGO values to a polygon feature class as an attribute like when updating the attribute values of a line feature class.

This is as designed, each feature can only have one value per field.

Workaround

To label polygons with the COGO values: 1) Create a line feature class from a polygon class using the Polygon to Line (Data Management) tool http://resources.arcgis.com/en/help/main/10.1/index.html#//00170000003t000000 2) Add the COGO value to the line feature class and add the calculated values to the attributes of the line feature class. The Create COGO Fields function is available in ArcCatalog and the instructions are available at: http://help.arcgis.com/en/arcgisdesktop/10.0/help/index.html#//001t000000mv000000.htm. 3) Select to label the lines. If the user wants the labels to display with the polygon layer, add a one-to-many relationship to the polygon feature class to update the polygons with attributes from the labels.
