Allow the Geoprocessing tool "Feature To Polygon" to be run at the ArcEditor level. 9x users had an ArcEditor level ArcCatalog context menu command called "Polygon Feature Class from Lines" that was deprecated at 10 and the workaround is to use the GP tool.
