Workaround

The user tries to set zero as the number of instances per machine or pod in ArcGIS Pro. When using this option in the pooling setting for a shared locator in ArcGIS Pro, the number of instances that are actively published is one and not zero.

As a workaround, the user navigates to the manager's endpoint and changes the settings for the pooling from over there. This option is crucial for users because there are more than 80 locators that are published to the ArcGIS Enterprise in order to maintain the resources.
