All of the Uniform Resource Locators (URLs) for items have changed from using the item name in the URL to using the item ID in the URL, which has broken all their links in the Hub site: http://data.cityofsacramento.org/

Additional Information

The type of functionality provided to users including how URLs are constructed are limited when organizations do not allow anonymous access. The Hub controls the namespace of a site by checking titles against organization identification (ID) which requires anonymous access. Multiple datasets in the system called Parcels are capable of exposing data from multiple organizations. But without the organization ID, it is not known which item should own the URL and it is is a particularly difficult problem for sites. It is understood that it is not ideal for the customer to enable anonymous access, but if disabling anonymous access is mandatory for the customer, then dataset URLs will be based on ID rather than title.

Workaround

Enabling anonymous access worked, but this is not the ideal solution for the user, and this problem was not happening before when anonymous access was disabled.
