Workaround

Possible workaround is to convert the GDB feature class to a shapefile. When converting true arc polygons to a shapefile the aggregate polygon tool works as intended. See attached data to reproduce.1) Open a blank mxd2) Unzip geodatabase in zipped folder 901877.3) Add Base_FC to map.4) Export Base_FC layer as a shapefile. When prompted, add the layer to the map.5) Run the Aggregate Polygon on both the GDB feature class layer and the new shapefile layer. The shapefile should work fine.
