After upgrading ArcGIS Server from 10.x to 10.7 or 10.7.1, an authorization number is needed to authorize the new version instead of an ECP file to avoid the "This machine doesn't have a valid license" error.

Workaround

Authorize ArcGIS Server using the authorization number instead of the authorization file.
