After upgrading ArcGIS 10.3.1 for Server to 10.4, using the admin endpoint to change the local repository path causes the following error, "The destination config store appears to be part of another Site."

Workaround

Follow the steps provided below: 1. Create a new folder location for the config-store as shown in the following directory, C:\test_E\6NY\Data\GIS\cbreags\arcgisserver\config-store2. 2. Log in to the ArcGIS for Server Admin endpoint. 3. Navigate to System > Configstore > Edit. 4. Set the Connection String property to the new config-store location, C:\test_E\6NY\Data\GIS\cbreags\arcgisserver\config-store2. 5. Set the Local Repository Path to the new local repository path, C:\test_E\6NY\Data\GIS\cbreags\arcgisserver\local. 6. Check the option to move the current configuration. 7. Save the edits. This moves the local repository path and the config-store at the same time. The ArcGIS for Server site is restarted after the configuration store connection properties are updated. Redoing the edits just for the local repository works fine. This issue occurs only for the first time, and subsequent edits just to the local repository go through as expected.
