After unchecking 'Require Encrypted Web Access' from Server Manager > Services > Manage Folders the REST page displays a message stating SSL is required.

Additional Information

As of version 10.1, the Server Manager application built on the .NET Web ADF technology is no longer being developed or having issues fixed.

Workaround

Clearing the REST cache removes the message and allows REST to be accessible.
