The 'timestamp offset' fields are not yet supported in ArcGIS Dashboards. Please see https://www.esri.com/arcgis-blog/products/arcgis-online/mapping/time-is-on-your-side-with-new-field-types-in-arcgis-online/ for more information.Workaround
Use a field type supported by ArcGIS Dashboards, such as 'date' or 'string'.
