After the ArcGIS Online October 2023 update, the Extract Data tool in Map Viewer does not honor the 'Display extent' as the 'Processing extent' settings.

Workaround
- Export the data to a different format such as a shapefile.
- In Map Viewer, draw a sketch layer representing the area that the user wants to extract from. Then, use the layer as the Extent layer in the Extract Data tool in Map Viewer.
- Use the Extract Data tool in Map Viewer Classic with the Study Area parameter set to Same as Display.
