Bug
After the ArcGIS Online October 2023 update, opening some feature layers (hosted and non-hosted) in Map Viewer returns the error message "Unable to establish secure HTTPS connection", and opening the item's REST Endpoint returns the error message "The given key was not present in the dictionary.".
