After the ArcGIS Online October 2023 release, the Create Features header is still available even after unchecking the Add check box.

This can be removed by setting the Editor widget's visibleElements.createFeaturesSection to false. The allowed workflows per permission can be dependent on the user. Removing this works in scenarios where all editable layers have the same permissions set. If some layers have permission to add features, whereas others do not, it does not work as nicely since it completely removes the heading. Additional work is planned for an upcoming release to make this more intuitive.Workaround
Set the Editor widget's visibleElements.createFeaturesSection to false.
