After the ArcGIS Online February 2025 release, selecting a new record in the ArcGIS Instant Apps Manager template table selects multiple records at once, even when the Ctrl key is not pressed.

This is expected behavior. The default string referencing the Ctrl key for multi-record selection can be updated in the Manager template Configuration window.
