After the ArcGIS Online February 2024 release, the ArcGIS Experience Builder web apps shared to a shared update group are not able to be edited by a non-owner or non-administrator account.

Workaround

Create a custom role with at least one administrative privilege (e.g. Publisher with the ability to create groups with update capabilities) and assign the role to the member who needs to edit the ArcGIS Experience Builder app.
