Additional Information
When silently installing ArcGIS Data Interoperability, the ALLUSERS parameter must be explicitly specified on the command line. When the command line executable does not see this parameter by default, ALLUSERS=2 will be the INSTALLCONTEXT of Data Interoperability in ArcGIS Pro.
For a per-machine installation, ALLUSERS=1; for a per-user installation, ALLUSERS=2.
Workaround
Use the setup user interface to manually install ArcGIS Pro 3.3 with ArcGIS Data Interoperability.
