After setting a minimum scale in the Layer Properties using the drop-down menu and sharing it as a service, the scale has values past the decimal point.

The development team has considered the issue or request and concluded it will not be addressed in the current release cycle. If this is still a concern, contact Esri Support Services.

Workaround

Double-click the attached map package Min_extent to open the map.

Observe that the minimum scale is set to 1:144448 by right clicking on the Zoomtest layer and going to

Properties > General (see ArcMap_Extent.jpg).

 

Publish this map as a service using the steps outlined in the Help documents below:

Open the ArcGIS REST API Services Directory and notice that the minScale is 144447.638572 (See RestService.jpg).
