After restarting the Portal for ArcGIS 10.5 service, the Java web adaptor loses connection to the portal, causing the following error when navigating to any portal endpoint via the web adaptor: "Could not access any Portal machines. Please contact your system administrator"

Yes, this is the expected behavior. If the Portal is shut down, then the web adaptor doesn't have anywhere to connect to. The error message is intended to let people know that the Portal is down. Please let us know how the error message was confusing.

Workaround

Restart the web server hosting the web adaptor.
