Bug
After registering and activating Dynamic Display Compass (Sample) custom tool in ArcMap, using the measure tool causes the display of a basemap, for example OpenStreetMap, in data view to become unstable. This behavior occurs when one switches from the initial data view to layout view, and then back to data view.
