After refreshing the views in ArcMap, the changes applied to a TXT or CSV file through the Schema.ini are not reflected unless a new ArcMap session is started.

This is a know limitation. Restart ArcMap for changes in the schema.ini to be reflected in the session.
Close and re-open ArcMap to view the changes reflected.
