After publishing a report in ArcGIS for Power BI which contains a map made using ArcGIS Maps for Power BI, users do not have the ability to log into their ArcGIS Enterprise organization when the report is opened in the browser.

There are differences in the local storage (where credentials are stored) function between Power BI Desktop and Power BI Online. When a report is saved in Power BI Desktop, the stored credentials are not passed into the report and published online. In this particular case, XY values are used and do not require any additional login credentials to work. This is true even if a user signs in to ArcGIS Online or ArcGIS Enterprise. The data that has been added is considered 'public' and does not require any geocoding or additional services. A check is made when the report is opened in Power BI Online or Power BI Desktop for the first time. Since there is nothing on the report that requires a login, the map defaults to the 'Standard' user experience, regardless of what account it was created with in editing mode. However, if credentials were stored recently in Power BI Online, it uses those credentials when opening the report. If there is a need to sign into the report when it is in Power BI Online, create a new report and add the ArcGIS for Power BI component to the report page. Once signed in, the credentials are stored, and any report that is viewed or opened picks up those credentials.
