After migrating the content directory, Portal for ArcGIS still looks for a portal-config.properties file in the old content location, and postgres.exe processes continue to run after the Portal for ArcGIS service is stopped.

Workaround

• After Portal for ArcGIS fails to kill all the postgres.exe, kill them manually: C:\Program Files\ArcGIS\Portal\framework\runtime\pgsql\bin> .\pg_ctl stop -D c:\arcgisportal\db
• Before stopping the Portal for ArcGIS service, create a folder structure C:\arcgisportal\content\items\portal, and copy portal-config.properties into the folder, so Portal for ArcGIS closes all the postgres.exe processes.
