After localizing the Export Feature Attribute to ASCII tool, the input feature class dialog box disappears.

Workaround

First change MultiValue to No for parameter Value Field. Once name and displayname is localized, click property "Obtained from" of parameter "Value Field" and select the option(there is only one) to update property with new localized name. Run tool, filedname get populated correctly.
