Bug
After loading an OpenStreetMap basemap via Add Data in ArcMap 10.8.2, the basemap does not display, and a white screen is displayed when panning and zooming (at scales of 1:1250 and 1:800).

Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. There are no plans for future releases of ArcGIS Desktop, and it is recommended to migrate to ArcGIS Pro.
