After installing ArcGIS Server 10.8.1 Utility Network Patch 6, the Validate Network Topology tool returns the message, "ERROR 002981: Value exceeds valid range of column".

Additional Information
The last reproducible case of this failure occurred in Utility Network patches for ArcGIS Enterprise 10.8.1. As of the 10.9.1 release, this failure is no longer encountered. ArcGIS Enterprise 10.8.1 is no longer supported. Move to a supported release if encountering this failure.Workaround
- When network topology validation fails, disable and re-enable network topology to get the Validate Network Topology tool to run successfully.
- Remove ArcGIS Server 10.8.1 Utility Network Patch 6 and install ArcGIS Server 10.8.1 Utility Network Patch 5B.
