After installing ArcGIS 9.3 rc1 user states that while in ArcMap going to Tools > Macros the VB Editor and Macro options are grayed-out.

Open the installation disk and browse to the VBA folder and open the 1033 folder. Double click the VBAOF11I.msi which installs the VBA. Both options are now available from Tools > Macros.From incident 745012, the user's experience was that the work-around as stated (VBAOF11I.msi in the 1033 folder) did not work. He found that running the msi in the folder above that did work.
