Additional Information

Unlike AGOL, there is no scope control over the deployed app by dev edition. Therefore you have to use the map scope. Make sure the map is shared to the org other than public. In this way, when the deployed app opens, sign in dialog shows. This will pass the credentials to Add Data widget. By default the Add Data widget only shows the public content if the credentials are not present.

Workaround

If using a web map that includes a secured service, type in the ArcGIS Online credentials when the application is loaded. Once the credentials are entered, all three options are available in the Add Data widget.
