Additional Information

The text direction setting in ArcGIS Pro is not currently compatible with vector tiles (either for creating or reading them in ArcGIS Pro). The reason a change is observed in Map Viewer is due to the online handling of mixed script characters. The handling of these scenarios is something that can be considered as a future enhancement.
