Bug
After clearing the option of accepting new connections from the Spatial Database Engine (SDE) master schema geodatabase in Oracle, a new connection cannot be made to another user-schema geodatabase using the Create Database Connection tool.

Creating a user-schema geodatabase is likely to be deprecated.Workaround
Use an existing connection that is set up to use this schema before the master Spatial Database Engine (SDE) schema geodatabase is paused from new connections. Also, change the user name and password to the SDE user temporarily to change the schema, and then change the user name and password back.Steps to Reproduce
