After checking the box for 'require encrypted web access' for a service folder in ArcGIS Server Manager, Network Links created with these services should have https in the URL for the KML endpoint embedded in doc.kml.

Workaround

Unzip the .kmz file in Winzip, then open up the doc.kml file in a text editor. Manually edit the .kml file to change the endpoint URL protocol from http: to https:. Save the file, then zip with Winzip to a .kmz file. The Network Link can also be opened in Google Earth, the internal link edited, then saved back out in Google Earth. This can then be published in Manger.
