This is a retired product. The issue is non-reproducible in the latest build. If this issue persists, please contact Esri Technical Support.Workaround
Disconnect from VPN, set the license manager to "not_set" or otherwise prevent ArcGIS Desktop from reaching the license manager through the network during startup.Also, reverting to a previous service pack allows the connection to work properly.Steps to Reproduce
