Bug
After adding a domain value as a feature template in Map Viewer Classic, filtering on this value, and saving the web map, if the web map is refreshed and the filter is edited, the domain value is no longer listed in the filter value drop-down.

This issue will not be addressed in Map Viewer Classic, but will look into the Map Viewer based issue, BUG-000154842.Workaround
Add the new coded value domain to the service's style, so it is added as a feature template. Set the filter. Save the web map and save the changes to the layer by clicking Save Layer. If the web map is now refreshed and the filter is edited, the value remains visible in the drop-down.
