Bug
After a failover in the tile cache data store machine on AWS, users are unable to consume 3D tile layers until the service is restored on the original 'PRIMARY' machine, and the following error message is returned, "<scene layername> cannot be added. Scene service is missing root node."

Workaround
Restarting STANDBY fixes the issue and scene layers are viewable again.
