Administrators in an ArcGIS Online organization are unable to edit web applications from Web AppBuilder for ArcGIS. Only the owner of the web application has this authority.

Workaround

1) Change the Owner to an Administrator. 2) Edit the application. 3) Revert the application to the original Owner.
