This issue is addressed in ArcGIS Pro 3.4.
Workaround
This issue is a result of the coordinate system.
- The reference data is in NAD_83_Kansas_Lambert_Conformal_Conic_Feet (2011) which is a Custom Projection.
- Looking at the projection coordinate system in ArcGIS Pro, the user's coordinate system is identical to NAD 1983 (2011) Kansas LCC ftUS. These two coordinate systems have the same properties.
- The reference data to NAD 1983 (2011) Kansas LCC ftUS are projected and then rebuilt the locator using the newly projected data. That results to the offset issue being resolved.
The question is why the other projection (NAD_83_Kansas_Lambert_Conformal_Conic_Feet(2011)) didn't work despite having the same properties as NAD 1983 (2011) Kansas LCC ftUS.
