Address locators created in ArcGIS for Desktop 10.x with a parametric (true) curve in the reference data do not locate addresses along the curve.

Note that ArcGIS 10.8.2 is the current release of ArcGIS Desktop and will enter Mature Support in March 2024 (https://support.esri.com/en-us/products/arcmap/life-cycle). There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Workaround

1. Export the reference data to a shapefile as shapefiles do not support true curves; import the shapefile back to the geodatabase and create the address locator. 2. Use the Densify tool to add more vertices on the true curve road segments.
