After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
When you install an Add-In from 10.0, 10.1, or 10.2 that has a digital signature onto a 10.3 or 10.4.x machine, the digital signature becomes invalid on the 10.3 or 10.4.x machine. During installation you receive this warning: "This Add-In file contains invalid digital signatures" and the signature displays as invalid in the Add-In Manager after installation.
This is a known limit at 10.3 according to BUG-000084721. The bug was not in the current product plan so it will not be fixed.
Before installing the 10.0, 10.1, or 10.2 Add-In, you must you must re-sign the Add-In on the 10.3 or 10.4.x machine using the ESRISignAddIn.exe located in the C:\Program Files (x86)\Common Files\ArcGIS\bin folder.
