Additional Information

This is a data problem. In the customer-provided dbf file, there are two sets of coordinates. One pair is in British National Grid, BNG while the other is in WGS84. The WGS84 data appears to be fine. The BNG data looks like it was projected from WGS84 but a geographic/datum transformation wasn't set. The points are actually still based on WGS84. In ArcMap, when you add layers using multiple coordinate systems, it doesn't set any transformations automatically, so the two layers still line up. In ArcGIS Pro, it automatically sets a transformation, which means the "BNG" appears to be in the wrong location. If you set the same transformation in ArcMap, the two layers no longer line up.

Workaround

Change the lat and long values to decimal degrees, and repeat the process in ArcGIS Pro using the WGS 1984 coordinate system.
