This is a known limitation in ArcGIS Enterprise 10.9.1. The support for adding Web Map Service (WMS) layers to Map Viewer is introduced in ArcGIS Enterprise 11.0 (see https://enterprise.arcgis.com/en/portal/11.0/administer/windows/what-s-new-in-portal-for-arcgis.htm for details). Use the workarounds stated in this issue for any WMS workflows while using ArcGIS Enterprise 10.9.1.Workaround
- Add the WMS service in Map Viewer Classic, save the map, and open the saved map in Map Viewer.
- Upgrade to ArcGIS Enterprise 11.0.
