Adding more than 16 members to ArcGIS Online from a CSV file shows only 16 items per page even after configuring it to show 20, 60 or 100 items per page.

This is to be fixed as a part of the April release. Please get back to us if the issue remains after April.

Workaround

Click Select all on the first page, and select the members on the remaining pages one by one.
