Bug
Adding items to Portal for ArcGIS and saving the credentials fail when the service is accessed over an HTTPS connection which uses TLS 1.3. The web server requires Server Name Indication, and the web server's certificate does not include the hostname of the machine in Subject Alternative Name when it does not use Server Name Indication.

This is a known limit in the Portal for ArcGIS 10.7.1 release. In the 10.8.1 release and later, this issue is not reproducible.Steps to Reproduce
